Government refuses to commit to an environmental effects statement during question time.

The Government’s  submission process is however a hollow process and should not be regarded as a genuine attempt at community consultation.  Nevertheless some community members will want to send a clear message to Daniel Andrews and his Government and ensure their voice is heard

The Government has not been clear or honest about the purpose of these submissions nor under which precise Act of Parliament submissions will be assessed.

The Government is undertaking sham consultation because the decision to build a Sky Rail was not put to the people and the so-called consultation is taking place after the Premier’s announcement that he would be building a Sky Rail along the Caulfield to Dandenong rail corridor.

Should you want to make a submission, it is important to demand the Government undertakes a full Environmental Effects Statement (EES).

It would be unprecedented for a project of this scale and massive impact to be undertaken without a full Environmental Effects Statement.

There is no consolidated, comprehensive project document that explains in full how the project will be undertaken and its impact on the community.

Why has the Government not released full sound studies?

Why has the visual impact not been fully explained to the community?

The Government has a 3D model that has not been made available publicly.

All of the Government’s information and material only relates to two lines but now we know they want to do up to four lines in the near future.

This planned project should be assessed s part of the current brief and EES and balanced against the option of four rail under road lines.

Community members many kilometres away will be impacted by the visual pollution of the Sky Rail

An EES is imperative because the sound impact is likely to penetrate many kilometres and the community needs to be assured that elevated diesel exhaust fumes, which the World Health Organisation says are carcinogenic, will not create a hazard to human health.  This can only be assessed through a full environmental impact assessment.

All Victorians have a vested interest in the liveability and visual beauty of our city which would be forever damaged by a proliferation of cheap and nasty Sky Rails in place of proper rail under road level crossing removals.

The following motion supported by the Legislative Council on 9 March 2016 pointed to the clear deficiencies in the Government’s proposals and laid out clear steps that the Legislative Council demanded be taken including a full EES.

ANDREWS GOVERNMENT SKY RAIL PROPOSAL — (Mr Davis) — Resumption of debate — That this House —

(1)    notes that —

(a)    Premier Daniel Andrews announced on Sunday, 7 February 2016 that the Government was proceeding with a rail over road ‘Sky Rail’ for almost nine kilometres of the rail corridor between Caulfield and Dandenong as part of the Government’s commitment to remove level crossings;

(b)   this announcement was at variance with the community’s understanding of the Government’s election commitment and the community has not been properly consulted since the election;

(c)    while this House supports the removal of level crossings, the Government has no mandate to remove level crossings with an extended elevated railway option given its visual impacts, potential noise impacts and the lack of community support; and

(2)    calls on the Andrews Government to —

(a)    listen to the community;

(b)   complete a full Environmental Effects Statement;

(c)    ensure key planning powers remain with local councils given the impact of these proposals on adjacent public and private land and the need to integrate other local planning objectives; and

(d)   pursue an alternative model consistent with its election promise which sees rail put under road.


In addition, more than 5,000 anti-Sky Rail petitions have now been tabled in the Legislative Council, sending a clear message to Daniel Andrews and his Government that their plans are not supported.

What Daniel Andrews told Victorians about the undergrounding of level crossings:

“In many cases, the most effective way to remove the traffic bottle neck at a level crossing is to redirect the rail line underground beneath the intersection. This approach is often the best way to maintain an appropriate level of amenity for surrounding residents and businesses.

“This engineering work requires a considerable amount of track on either side of the crossing to be submerged underground, freeing up land at ground level.”

What the experts are saying about Daniel Andrews’ consultation on Labor’s Skyrail

The Planning Institute of Australia has released a statement: “‘Sky’ rail lacks critical community input”.

In the statement, the Victorian President of Institute, James Larmour-Reid said:

“meaningful communication at an early stage in the process is essential to achieving a successful outcome.

“In this case, the transparency of project conceptualisation appears to fall well short of adequate.

“That this has popped up as a surprise so close to commitment suggests that this proposal has not been subject to an adequate process of planning and local engagement.”

Skyrail: Daniel Andrews vs the local community

Today’s big turnout by residents at a public rally in Murrumbeena to voice concerns about Skyrail shows it’s Daniel Andrews versus the local community on this major issue.

Hundreds of people jammed the local scout hall grounds to witness passionate speeches and to sign petition forms in anger at a lack of consultation over Daniel Andrews’ surprise announcement.

Local residents are demanding to know why they weren’t consulted about this new plan to build a massive two-stories-high rail line through nine kilometres of the south-eastern suburbs.

They are worried about a plunge in the value of their homes if this giant monolithic structure is built near their homes, blocking out the sky, and creating thunderous noise day and night.

If Daniel Andrews thought this was such a great idea, why didn’t he reveal it to Victorians before the last state election?

Or is this another thought-bubble Daniel Andrews has suddenly plucked out of thin air?

This is a cheap and nasty proposal and another example of Daniel Andrews saying one thing before the election and doing something very different afterwards.

Before the election Daniel Andrews promised local residents he would put rail lines underground at level crossing sites.

Now we learn that Daniel Andrews plans to cut a tall swathe through the suburbs with Skyrail.

Before the election Daniel Andrews loved to talk about the importance of mandates. So he should now understand that he has no mandate to build this elevated rail instead of the promised underground option.

There are other questions, like how many freight trains will use these nois-projecting overpasses? How much compensation will be paid to those affected by reduced property values?

And will Daniel Andrews rule out elevated rail along the Frankston line?

Residents at Murrumbeena vowed that today’s rally was only the start and they’ll be back outside 1 Treasury Place at 9 o’clock on Monday morning.

Local Lobor MPs like Member for Oakleigh Steve Dimopoulos now have a choice to either fight for their local community and have the rail line put underground as promised, or they can side with fast-talking Daniel Andrews and build this cheap and nasty elevated rail.
